It is estimated that the exploitable reserves are 45 billion barrels of oil equivalent (combined oil and gas reserve estimates). Due to the unique ecosystem and economically important fish stocks that rely on these ecosystems, all of the Sakhalin Island oil and gas projects require public monitoring and oversight as they have had -- and will have -- a sizable impact on the local environment and community livelihoods. Through the Sakhalin Environment Watch's vigilance over the past few years, the project design for the island's oil and gas pipelines has been modified, and stronger international standards are being developed, which will have broad implications for oil and gas exploration elsewhere. Through this grant, Sakhalin Environment Watch will provide public environmental monitoring of these energy projects. This project will ensure that the global spotlight will not fade once the oil and gas pipelines are complete. Because of their importance, it is critical that the state carefully and strategically plan for the parks' long-term success and sustainability. A blue-ribbon panel will be created by the state to develop a vision for the future of the state parks and recommend steps the state should take to achieve such a vision. The panel's scope of work will include consideration of local and county park systems as well. The Michigan United Conservation Clubs, a well-established and respected statewide conservation group, will provide information and technical support to the volunteer panel, enabling it to complete its work within 14 months. Over the next two years, the Umtapo Centre proposes to extend this training to all nine provincial departments of education; advocate to have this training incorporated into the school curriculum; establish youth centres to promote peace and anti-racism in six communities; produce three newsletters each year; and produce a documentary on the Peace and Anti-Racism Education programme. This grant will provide partial support for these activities and for an evaluation of the impact of the programme since its inception.
